Governor Bredesen says it's not his role to be the so-called "13th juror" in death penalty cases. Bredesen this week declined clemency requests for Sedley Alley and Paul Dennis Reid. Alley was later executed while Reid's execution was delayed by a federal judge. The governor told the Kingsport Times-News he wants to allow the judicial system to work. He said he would get involved only as some final check if he thought the system was not working. Bredesen said he has his lawyers compile a book on each death penalty case that comes up for his evaluation. He said he sees no major problems with Tennessee's approach to the death penalty cases.
